To permit fair and orderly public expression, the Board shall provide a period for public participation at every regular meeting of the Board. This period shall be limited to five (5) minutes, unless the time is reduced because the business of the board is impeded by lengthy public comment on non-agenda items. Speakers shall direct all comments to the Board and not to staff, other speakers or persons attending the meeting. The presiding officer may interrupt, warn, or terminate a speaker’s statement when the statement is too lengthy, personally directed, abusive, obscene or irrelevant.
